These are called Rivels and are Pennsylvania Dutch in origin. Here's how to make them:

    Rivels

Chicken broth, about 5 or 6 cups
    2 cups of flour
    2 eggs, beaten
    1/4 teaspoon salt

Bring chicken broth to a boil in a large saucepan. Turn to simmer. Combine the flour and salt. Stir in the beaten eggs with a fork until it all combines and makes large pieces of dough. Rub the dough pieces through your hands over the pot of chicken broth so that the dough separates into very small lumps, and let them fall slowly into the pot. Stir carefully and let them simmer until tender, about 10 to 12 minutes. Taste the broth and add salt and pepper if needed. Rivels may be served plain, or you can cook some chicken and a few vegetables such as onion, celery, carrots, and/or corn in the broth before adding the rivels. Scoop out any meat and veggies, add the rivels and let them cook, then add the meat and veggies back to the pot to reheat. With the addition of chicken and veggies this makes a good soup for lunch or supper.

You might try doing this with milk instead of the chicken broth.
