Is that high school grauation?  If so, she's too young to really know what her final figure is going to be, I think.  I was very small in high school, short and petite, only a  C-cup at 18.  I didn't finish developing until I was about 20 and became a DD and stayed that way.  Maybe because I was a late bloomer, but I still say you don't know your figure until you're a little older.

What's with the "only" a C-cup?  Unfortunately, it's become the thing for girls to get plastic surgery for graduation -- implants, nose jobs, lipo, butt pads, you name it.  How sad that is how they feel society (or guys) judges them and that is the basis of their worth & attraction.  No, it's NOT to say no one should get plastic surgery, that's their own decision, especially if they have a prominent feature that has always caused them pain or embarrassment.  But given our Hollywood sense of what's beautiful, it's really unfortunate -- always in search of perfection.

I didn't become a C until after menopause.  I would love to go back to my B- cup.  LOL

I think its a ridiculous thing to buy your child. When DD had her 6th grade "graduation",there were 3 girld who had stuffed-quite obviously-their bras. No

I said "only" because compare to what I was to become, it was small.  It has nothing to do with you.

Sharon, I didn't say it did -- only that a C cup is a pretty generous size as it is!

Never had more than a B cup, even with a 40 chest. Never had any complaints from Red, he said it was  a good hand full and just right.

If a girl can find  only a dress with the boob size too large, what ever happened to just taking the dress in to make it fit, that is a lot cheaper than dangerous plastic surgery.

I am glad I never had a problem with youngsters coming up with such crazy ideas. I can see plastic surgery if it is a real disfigurement or because of an accident but not for fashion whims.
