In medium saucepan, sauté onions and add evaporated milk, cream of chicken soup and green chiles. Season with garlic powder, salt and pepper (to taste). Fry corn tortillas in oil, blot oil, set aside. Add chopped chicken to the milk and cream of chicken soup. Layer tortillas, adding the following in order: spread sour cream on tortillas, add cream of chicken mixture, add shredded cheese. Continue with about 5 layers. Add cheese to top layer.
