Prof, some folks in Louisiana still cling to French language. In Germany we also called onion greens "Schalotten", and also called the shallot bulbs you pictured the same. Ony we said "Grenn shallots" for onion greens.
The green shallots we grew were not the small type you see here, they were ginat green oinions, up to 2/1/2 feet tall. I had seeds from Germany and grew them in Oregon. Still have the German seed catalog with the pictures.I also grew the bulb shallots. Have you ever tried Garlic chives? They are realy good. My Chinese friends grew them, they are a sort of very large flat leaf chive with a garlic flavor.. Very good as a stir fry veggie.
