I think there were a few versions of this song (and that you can search for some videos of people singing them on YouTube.com).
This is one version that I think was popular in WWII -- not sure if it's the same one your husband remembers:

Oh, boy oh boy, does that ever bring back memories. I haven't thought of that song in years, but that's all I heard it seems when I was about five years old. My friends and I would actually march up down the sidewalk with paper hats on our heads and sing that silly ditty.
